Karim Adisa, Director General of the Contract Award and Monitoring Committee (CAM) Nigerian National Petroleum Corporation(NNPC) Headquarters, Lagos. In 1999 a contract was awarded by my committee to a conglomerate of foreign companies attached to the NNPC. The contract was over-invoiced to the tune of US$27.5 million. This was done deliberately by my committee to benefit from the project.
Now the companies have completed the contract and have also been paid their actual contract amounts. We are left with the over-invoiced amount and now desire to transfer it out of Nigeria. The money is presently in a suspense account of the NNPC with the Central Bank of Nigeria. We will like to have it transferred into an Overseas account which we expect you or your company to provide.You may open a separate bank account for this transaction in any country of your choice with free banking laws and low taxes.
We wish to have the following information from you:
1. The name and address of your bank.
2. Your account number /Swift code
3 Your private telephone and fax numbers for easy communication.
The above information will be used to make formal applications as a matter of procedure for the release of the money for onward transfer into your account. It does not matter what line of business your company does. The assumption is that you won a major contract and sub-contracted it out to other companies as more often is done here.
The idea is that you subleted it to a more specialised company for faster execution. We have very strong and reliable connection within the Central bank of Nigeria(CBN) and the Federal Ministry of Finance and we don’t have any doubts that our money will be released and transferred immediately we get the foreign partner(s)to assist us in the deal. Be reminded that we are civil servants and therefore not allowed to operate foreign accounts.
Hence, once the deal is successfully concluded, we shall through our same connections withdraw all documents used from all the concerned government ministries. We shall invest our own share in your country through your advice.
